As part of Nigeria's trade facilitation initiatives, the Advance Ruling System simplifies and expedites cross-border trade, enhances predictability, and fosters compliance in international trade — outcomes that matter to both Customs and the trading community.
The system was formally launched in Abuja in May 2024, following a Standard Operating Procedure adopted by NCS Management in August 2023 under Section 24 of the Customs Act. It draws on the WCO's Revised Kyoto Convention and Article 3 of the WTO Trade Facilitation Agreement.
Supported by the Global Alliance for Trade Facilitation, the EU–WCO Rules of Origin Africa Programme, and GIZ under the Nigeria Energy Support Programme.

Log in and submit your application for a ruling on classification, origin, or valuation, with supporting documentation.
An Advance Ruling Desk Officer at your Area Command verifies the application alongside the Customs Processing Centre.
Your ruling is issued in writing and attached to the Pre-Arrival Assessment Report, valid for use at clearance.
If approved, access to the Advance Ruling platform will be granted to you directly.
