As part of Nigeria's trade facilitation initiatives, the Advance Ruling System simplifies and expedites cross-border trade, enhances predictability, and fosters compliance in international trade — outcomes that matter to both Customs and the trading community.

The system was formally launched in Abuja in May 2024, following a Standard Operating Procedure adopted by NCS Management in August 2023 under Section 24 of the Customs Act. It draws on the WCO's Revised Kyoto Convention and Article 3 of the WTO Trade Facilitation Agreement.

Review and account approval

NCS reviews your notification. Once approved, credentials to the Advance Ruling platform are issued to your business.

Verification and joint inspection

An Advance Ruling Desk Officer at your Area Command verifies the application alongside the Customs Processing Centre.

Frequently asked questions

What traders ask before they apply.

A written decision issued by Nigeria Customs Service, upon request, on the tariff classification, origin, or customs valuation of goods before they are imported. It gives the applicant a binding, dependable answer on how a shipment will be treated at the border, in line with the WTO Trade Facilitation Agreement and the Revised Kyoto Convention.
A ruling is generally valid for twelve months from its date of issue, giving traders a full trading cycle of certainty on classification, origin, or valuation before it needs to be renewed or reviewed.
Applicants provide their identity and standing as the importer, exporter, or authorised agent, a sufficiently detailed description of the goods (including technical specifications where relevant), the type of ruling requested — classification, origin, or valuation — and any supporting documents needed to verify the claims made in the application.
Because the ruling is attached to the Pre-Arrival Assessment Report and verified jointly by an Advance Ruling Desk Officer and the Customs Processing Centre at the point of entry, the classification, origin, or value declared at clearance must match what was ruled on in advance — closing the gap that has historically enabled misdeclaration of goods.
Registered importers, exporters, and their authorised representatives can apply. New users first submit a Notification of Intent; once reviewed and approved by NCS, login access to the platform is issued so applications can be made directly online.
