You have applied for the tariff classification of various types of valves—namely ball, butterfly, gate, and globe valves—imported as complete units in both manual and pneumatic variants.

PRODUCT ANALYSIS
According to the supporting documents submitted, the products consist of different types of valves with varying specifications. Based on the range of valves proposed for importation, the product analysis is provided as follows:

1. Manual Ball Valve
A manual ball valve is a hand-operated, quarter-turn (900) device used to start, stop, or control the flow of liquids and gases in a pipe. It utilizes a rotational spherical ball with a bore to provide rapid, reliable on-off isolation, making it ideal for plumbing, water treatment, and industrial applications.

2. Pneumatic Ball Valve

A pneumatic ball valve is a quarter-turn, automated valve that uses compressed air (via an actuator - a component responsible for moving or controlling a mechanism by converting energy (electric, pneumatic, or hydraulic) into mechanical motion.) to turn a bored ball 90 degrees, controlling liquid or gas flow. Known for fast acting, durability, and high-pressure capability, they are used in industrial automation, oil/gas, and chemical processing.

3. Manual Butterfly Valve

A manual butterfly valve is a cost-effective, compact, quarter-turn valve used to start, stop, or regulate flow in piping systems by rotating a disc (900) via a lever or gear. It is ideal for water treatment, HVAC (Heating, Ventilation, and Air Conditioning), and chemical processing due to its quick operation, lightweight design, and low pressure drop.

4. Pneumatic Butterfly Valve

 Is a butterfly valve equipped with a pneumatic actuator for automated flow control. It can function in either on/off or modulating control modes. The valve provides quick operation, is well-suited for automation, and can efficiently handle large flow volumes. Typical applications include process industries, water treatment plants, and bulk fluid handling systems.

5. Manual Gate Valve
A manual gate valve is a linear motion isolation valve that uses a handwheel-operated, wedge-shaped gate to start or stop flow in piping systems by inserting the gate perpendicular to the flow path. Known for low pressure drop and full-bore flow, they are widely used for on/off control in oil & gas, water treatment, and industrial manufacturing

6. Manual Globe Valve

A manual globe valve is a linear-motion valve used for throttling (regulating flow) and on/off service, characterized by a spherical body with an internal baffle (a flat or curved plate that is installed inside tanks, piping systems, or vessels to control fluid flow). It operates by manually turning a handwheel to move a disc perpendicular to the seat, offering precise flow control but causing higher pressure drops than gate valves.

7. Manual Knife Gate Valve

A manual knife gate valve is a specialized, compact valve designed to cut through slurries, viscous fluids, and dry bulk materials using a sharp-edged gate. Operated by a handwheel or lever, these valves are cost-effective solutions widely used in mining, pulp and paper, and wastewater industries for quick, reliable on-off isolation.

8. Pneumatic Knife Gate Valve
A knife gate valve equipped with a pneumatic actuator for automated opening and closing. It operates in an on/off mode and is suitable for remote and automated systems. The valve is highly effective for handling slurry, viscous fluids, and solids in pipelines, and is commonly used in industrial processing plants and slurry transport systems.

TARIFF CLASSIFICATION

“Subheading Note 3 to Chapter 84 encompasses all types of valves. In view of the above product description and analysis, the products under consideration are devices designed for the control of fluid flow—whether liquids, viscous media, or gases—and accordingly falls heading 84.81 – Taps, cocks, valves and similar appliances for pipes, boiler shells, tanks, vats or the like.

The pneumatic valves incorporate an actuator, which imparts automatic operation to the valves. By virtue of this configuration, their principal function is derived from their pneumatic actuation mechanism. This however, satisfies the conditions of Note 3 to Section XVI, which provides that “composite machines consisting of two or more machines fitted together to form a whole, and other machines designed for the purpose of performing two or more complementary or alternative functions, are to be classified as if consisting only of that component or as being that machine which performs the principal function.”

Based on the above, the Pneumatic valves are effectively classified under subheading 8481.20.00.00 – Valves for oleohydraulic or pneumatic transmissions, attracting a 5% rate of duty and 0% VAT in accordance with the ECOWAS Common External Tariff (CET) 2022 – 2027.

Also, based on the provisions of the Subheading Note 3 to Chapter 84 and the functionalities of the Manual valves, the manual valves are effectively classified in tariff subheading 8481.80.00.00 – Other appliances at 10% Rate of Duty and 0% VAT in accordance with the ECOWAS Common External Tariff (CET) 2022 – 2027.
